I do, its called icleaner but not available in app store, works only on Jailbroken phones. It tends to free up 500MB to 1.5GB each time I run it every 2 weeks or so.

That said, there must be something along those lines in the App Store although as Apple tend to keep a tight control on apps and what they can access in iOS (logs, temp files etc) I'm not sure anything in the app store would do a great job, maybe an ok job though

The official apps offered on the Store will only delete useless/duplicate photos, contacts, videos and locations. Basically stuff you can do yourself for free.
If you want to get rid of temporary files a good way to do so is to turn off the phone a couple of times each week instead of always leaving it on: it won't clean up everything but it's 100% free.
